California's high speed rail is one step closer to being built.

SACRAMENTO, Calif. -

NorthstateCalifornia's high speed rail is one step closer to being built. The agency overseeing the project signed a nearly $1 billion contract to start work. A chairman on the board says it was signed friday. The money would go to the first 30 miles of track in the central valley. The board approved the $985 million deal with a consortium back in June. However, last week a Sacramento County Superior Court Judge ruled that the agency's environmental review did not meet the promises made to voters.
