Chico Council approves Sit & Lie Ordinance

The Chico City Council has decided on a controversial plan to deal with its homeless population.
At Tuesday's meeting the council approved a Sit and Lie ordinance that would ticket people for sleeping or sitting on sidewalks outside city businesses.
The council passed the ordinance by a vote of 5-2. A similar ordinance was considered by the council August in but failed.
City council members and citizens asked the city attorney to revise the proposal. It now has two significant differences.
The revised ordinance removes a requirement for a warning prior to issuing a citation, and the law will be applied to all sidewalks throughout the city, instead of just downtown. The ordinance will be in effect from 7 a.m. to 11 p.m.
The ordinance still awaits final approval that could come at the November 19 meeting. If passed, it would go into effect in 30 days. Fines would be 100 dollars for a first offense and go up after that.
