Mother recounts woman attempting to kidnap her 6-month-old daughter

Redding police said officers responded to a home on Cedars Road regarding the attempted kidnapping of a 6-month-old baby on Saturday at 8:17 p.m.
Natalie Nelson, the mother of the baby, said that on Saturday, an unknown woman burst into her home claiming she was an inspector and tried to take her baby, Gracie, out of the home.
"I had just woke up, I was just shocked... I didn't know what to do," said Nelson.
Redding police said the woman who attempted to take her daughter was Kimberly Kay Brooks, 43.
Nelson said Brooks was caught by a neighbor as she tried to leave the home with baby Gracie. Nelson's neighbors in Shady Oaks Mobile Home Park, where she lives, called 911 and her boyfriend followed Brooks until police arrested her.
About a mile away, two mothers, neighbors Alicia Roe and Kelly Barrett, said that the situation was scary, and it could have been avoided.
After seeing the initial report on KRCR News Channel 7 on Sunday, they said they realized Brooks had been in their neighborhood earlier in the day yelling obscenities, harassing people and soliciting herself for sexual favors.
"It was scary to learn what she did afterwards, " said Roe who has children herself.
Roe and Barrett said they tried calling police multiple times but they never showed up.

They said neighbors attempted to keep Brooks in the area while they waited for police but she eventually took off.
On Monday, the two moms said while it's a scary story, it shows neighbors need to stick together.
"We're definitely glad that the baby didn't make it far and that one of their neighbors stepped in," said Roe.
"Right, it's all about the community sticking together," said Barrett.
Redding police checked their call logs and counted up to five 911 calls made regarding Brooks.
One was made by a man claiming he was assaulted by her.
Brooks remains in the Shasta County Jail where she has been booked on attempted kidnapping charges.
